As directed by Oregon voters in 1984, the Oregon Citizens’ Utility Board (CUB) represents the interests of Oregon’s residential utility customers before administrative, judicial, and legislative bodies. CUB works at the intersection of utility policy and regulation to develop innovative solutions, empower consumers, and engage stakeholders around utility issues that affect Oregonians. A CUB priority is to advocate for policies that reflect the needs of low income utility customers and addresses the disproportionate impacts of utility related policy decisions on our low income, elderly, and disabled neighbors as well as people of color and those for whom English is a second language. Samuel Pastrick is CUB’s Outreach Manager and an active member of the DIN. Sam tackles a range of information and communications technology and energy policy issues at the Oregon legislature, Public Utility Commission, and within the City of Portland. He also manages CUB’s membership-related campaigns. Oregon Telephone & Broadband Assistance Program The Oregon Public Utility Commission (OPUC) administers Telephone Assistance Programs to help extend affordable telephone and broadband service for low-income customers as well as those who are visually and hearing impaired. CUB strongly advocates for these programs and the complimentary state and federal funding mechanisms to support them. Our role is to protect these funds and ensure quality programs for all Oregonians in need. Consumer Protection CUB actively tracks national business and policy trends and advocates for privacy and consumer protections - such as preserving Net Neutrality.
